Ofcourse you can get a seat in a Govt. Medical College  in West Bengal with the Migration Certificate of CU even if that belongs to previous year, but you must keep it in your mind that during document submission, the authority would take in the Migration Certificate

Well this year the allotment is not yet done under ESIC quota of IP ward. MCC is waiting for guidelines and rules to get from ESIC corporation to complete the allotment process.

Once the information is received them the allotment will begin and cut offs will become clear.
