If you have domicile of Uttar Pradesh only then you can attend the counselling of 85% state quota seats of government medical and dental colleges in the state of Uttar Pradesh only.

But you are applicable to apply for counselling in all the other states for private medical

I would suggest that you should take admission in B.Sc. biology for this year instead of dropping a year for cracking NEET. This does have many benefits:
1. You will learn biology of higher level in B.Sc.
2. In B.Sc., the first year is usually a recapitulation of classes

i am very sorry though you have the SC category you could not get all the top colleges  to get the GOVT MBBS college as the score is quite low and the chances as very less where as i would tell there are chances of getting the college
