there is nothing like semi government college.there are government and private colleges. private colleges have two type of seats- govt quota seats and management quota seats. govt quota seats cost way less than management quota seats. so they are called semi private seats because of their lower costs.
As per your rank, chances are tough to get admission in government colleges through All India Quota or State quota. How much are your marks in the NEET exam?
