As you have mentioned that you have scored 310 marks in NEET 2019. Belonging to OBC category, you can not get any seat in Tamilnadu throgh All India quota as you scored marks are quite low than the cutoff marks. Throgh state quota also you can get admission

See as per your Marks-246 it is difficult to get a Government Medical Seat even if you have a state quota and another quota if applicable. You should have maintained a score above 550 to be on the safer side.
