As per your marks, you can apply for Maharashra as certain colleges allow students of other states but only in case of vacancies and you can go for AIQ too but the chances are low.

Yeah, you have to submit Domicile certificate signed by District magistrate,SDO,BDO or any A grade Government officer for getting the benefit in 15% All India Quota.
