Yes you can definitely aply for counselling in Karanataka state or any other state of India. But you will be considered under All India Quota (15%) seats only. You can go for your domicile in Goa state only, being a resident of Lakshadweep, according to NTA guidelines.

sorry to say but your score is very less for a government medical college for mbbs. For unreserved category atleast more than 530 is required for a government college for mbbs. Your score is very less compared to it. So you should either give one more attempt or take

Well according to last year's cutoff minimum score for a general category candidate to get into a government medical college in Himachal pradesh was 550+. And even if it varies this year it won't vary about a 100 marks.

If I consider previous years records, then the chances are mild to get admission in any of the government medical colleges. Your marks are quite low to procure seat in any government colleges, but you can try for private medical colleges.
