As per 2018 in Odisha the MBBS cut off for Government college was 281 and for BDS it was 270.
This year the cut off has increased a lot as compared to the last year .
Therefore I don't think its possible for your friend to get

I'm sorry but you cannot get a seat in any government or deemed college with this score. Though, you can try for private medical colleges but then the fees would be way too much. This score is way too less and there is a lot of competition around.
