As per last year trend of cut off for various colleges, you have fair chance to get admission in a government college. 

According to state quota of Delhi, last year cut off for Lady Hardinge was 567 and Dr. BS Ambedkar Medical College was 568.

Well, if you are a permanent resident with ST category status then the possibility of you getting a government medical college seat in government medical colleges through state quota is there but not much.
