Sorry but with this rank your sister won't get a govt medical college. The competition level is very high and you need to have a better score to secure a seat in govt medical colleges.
You might get private or  deemed college.

Well with such marks, I would recommend you to attend counseling because you never know when you might be allocated a good private college as well.

Your possibility of getting a government medical college is very low and might nit be possible but there are numerous private colleges

Well your category rank is also very high and getting a seat might be difficult.

Through AIQ the possibility is not there but through state quota also possibility is very low.

If you could tell me your category and marks then that would also help in predicting something.

As per your said marks and as per the last year cutoff marks for the government medical college in Tamil Nadu you have almost no chance for the college.

Colleges is totally depend on the marks you got and the rank. Different states have their own criteria for seats to allote. Under state quota the 85 percent reservation for state students and under all india quota the 15 seats for the other state students.
