if you have domicile of ap then you cant apply for telangana's government colleges. but go for the private colleges. it doesn't matter where you have written the paper.
According to last year statistics, getting a government medical college seat in government medical colleges in state of Andhra Pradesh is possible with your marks because you have scored good according to last year.

Usually the admission process starts each year after the results are announced and just after the results are announced, counselling portals become active and the admission begins which happens for long and takes around one month to complete the process.
