You need to specify which college fees are you talking about. But most of the colleges don't have the hostel and mess fees included in the given fees. If yes then they would specify it.

Based on the cutoffs of 2018 the minimum cutoff required under AIQ in karnataka is 541.

So your marks is not sufficient.

But this year the cutoff will vary based on the difficulty level of exam, no of applicants, no of seats available etc.
