A candidate of other state can only take admission in other state under 15% all India quota. And 85% seats are for state counselling students. This is applicable for government medical colleges for private colleges students should have state domicile of that respective state .

as per previous year the cut off bihar for sc category under all india quota ranges between 429-487 marks in neet. we are not sure if same trend will continue this year or not as cut off changes every year depending on number of candidates, number of seats

you have scored decent marks but you will not get any government medical college in andhra pradesh as andhra pradesh is a state of higher cutoff. now you can check andhra pradesh previous year cutoff by the link provided below
