in mop up rounds generally all the seats that remain vaccant after 2nd round of all the colleges are manually allotted to students who attend it based on their state ranks. it doesn't take place any particular college but all colleges in general.

If you want to surrender your 2nd round alloted seat then you should have to login in your account at https://ipuadmissions.nic.in/genregsys/default.aspx and then there would be a tab for withdrawal of seat on the right side click on that and then confirm that.

the faea scholarship is only for the students of economically backward classes of the society , studying in class 12 or in 1st year college.so, you cant apply for the scholarship.
