As per your question, i will say that its possible. As u are from chattisgarh an u have domicile of chattisgarh only but u want seat in Gujarat fof mbbs or bds, in government college then its possible through aiq counseling of neet which has 15% of seats reservation of evety state college for all india counseling and 85% is left over for state counseling.
So through 15% quota, depending on your category,marks and total seat to students ratio you can get your seat in government med college of any other state.

you cant do that unless you have domicile certificate for the state. you can apply through 15% quota but that is through aiq quota ,centralised counselling. 85% state cunselling isn't for you. you can appear for it in only your sttate.
