At 400 marks you have very slim chance to get in to Government College under OBC category.
In tamilnadu The cutoff for Hovernment college for OBC candidate is 515+.

Based on the cutoff of 2018 you have chance in Mysore Medical College, Mysore.

Last year the cutoff was 443.

Hi Astha, you can apply for the west Bengal medical councelling, if you have cleared the NEET. You can apply for the councelling in the indian quota. In west bengal they have given 15% medical seat for the Indian quota.
