Dear Sir/ Ma'm, for admission to any medical colleges in India be it in any government medical college or any deemed University, you must qualify the National Eligibility cum Entrance Test with the required qualifying percentile as per your category. If you have achieved that, you are eligible for admission.
The eligibility criteria for admission into MD course is a degree in MBBS from a recognized university.
You can do MPT after the completion of your bpt course.

it is difficult for me to predict cut off without knowing your category. since neet 2019 results are not out we can just predict cut off on the basis of previous year cut off. however every year cut off usually depends on number of seats, number of candidates
