Based on the cutoff of 2018 the minimum cutoff of Bihar was,

Government Medical College, Bettiah-519

But the cutoff will vary every year depending on the difficulty level of exam, no of applicants, no of seats available etc.

I said this on the basis of previous year cut off:

  • State quota 2018  (  560-600 )
  • All India quota 2018  (  560-630)

You have chance to get MBBS seat if you are physically disabled and yes if you belong to minority. For Un Reserved Ph the cut off percentile is 45 which is less then you have mentioned in the question.

With this much marks there's no chance of getting a seat in Government Medical College under all India quota if you are from general category.
You have not mentioned your category and your home state or state of which  you are domicile of.

I mean obviously everyone one can qualify neet with hardwork and determination and fulfil their dream of becoming a doctor. 
And yes neet cut off is 50 percentile for general category and 40 percentile for other categories i.e. OBC , SC and ST.
