While ,the term UROP stands for "unreserved open category".

Basically the mop-up round of counselling is for the vacant seats of cental,  private and deemed medical colleges/universities. So, the competition rise and getting a seat depends upon the last cutoffs.

But, yes you can apply for payment seats through this counselling accordingly.
