For NEET exam student needs to rquired to have eligibility that is student have passed 10+2 with at least 50% as agreegate in physics, chemistry, biology subjects.

I think its difficult for you to appear for this exam as you did not fullfill the eiligibility criteria.

No you are not allowed to interchange the seat with any candidate as every student Have different ranks so they are not allow to interchange the seats between any two students.

After the second round of counselling for All India Quota seats, the students who take admission in All India Quota seats should not be allowed/permitted to vacate the seats as per the directions of Hon’ble Supreme Court of India in W.P. (c) 267/2017 DAR-USSLAM EDUCATIONAL TRUST and Ors.

It is tough to tell you the exact but with this score you might have  the chance to get admission for BUMS programme in Government colleges. The counselling / Admission will be conducted by the state counselling authorities.
