Deemed colleges do not have any government quota. Government colleges are separate and so is their counselling. Deemed colleges have a separate counselling.

Genereally you don't have another chance to register again in mop up round if you missed it.

Wait for some days may be they will extend the registration date.

so it may be possible that they have released the merit list only for the local or the residents of ap only, it happens many times when locals of that state are given preferences over non local.

No it will not affect your counselling process around you will be safe don't talk much about that as that will not be considered as per their terms so be calm. 

With this score the chances seems less to get a seat of state quota seats for MBBS programme but still you can try. The other options you can go for private colleges management quota seats.
