Yes, as only less number of MBBS colleges are open state in punjab, you can get admitted to that colleges. Most of the colleges are closed state and you cannot take admission for that college.
Before admission, check if the college is open state for management quota and confirm it.
Ideally it's as per your wish. You can attend but if you have attended it would be a good option.but it's fine no issues.
All the colleges which are affiliated would participate in the counselling. Hence the answer would be yes.
There is no special date as such. It goes par on to the NEET counselling. It's more of the rank that a student receives which decides the college and just to keep you informed all the colleges participate in the counselling held by MCI.
