I am sorry to state that with 119 NEET score you will not be alloted a government medical seat. You can either shift to private colleges as options or take a year off and try again once more to get a seat in a reputed institution.
In 2016 there was Punjab PMET and NEET separately conducted. In 2017, closing rank was 334. In 2016 was around 180.

There are management quota seats available in all the states but not only Tamil Nadu.There is a category of seats which is available for all the states.
