See, both colleges are good. So decide according to your interest.
In 2017, The cutoff in all India quota of Doon medical college was 578 for general category and 521 for state qouta. The cutoff of NDMC was also somewhat around 520.

Students will definitely have the advantage. Now, if someone fails to get a seat in first attempt, he/she would not have to wait for a while year. The conducting agency will have to bear the burden for conducting 2 exams in one year.

If you are talking about state qouta of other states then you need to have a domicile of that states and yes you need to submit the documents there.

I am from uttrakhand. If I get selected by state counselling in neet and gets MS Ramiah Medical College, Karnataka, what will be the fees?

Admission to any medical college is strictly merit based. But since it is a private college, there are management quota seats as well. At your score, you can get a seat only under management quota.
The management quota fee is around 7-8 lakhs per year.
