You simply dont have to go to the college alloted if you have been alloted and dont go for the second counselling.

Sorry to say but the registration fees is non refundable.
In case, candidate is not allotted any seat in all rounds ofcounselling including stray vacancy round, the fee will be refunded in the account provided by the candidate at the time of registration. Security fee will be refunded only after the completion of counseling.
