There are no soch rules in the counselling round for any college. You might leave your offered seat without paying any fee to get a good next choice in next round.

there's nothing like that. mop round has nothing to do with fees. mop round is to finish off distribution of the last few seats left vacant . government colleges have low fees structure anyway and that applies for all state and central government medical colleges.
