The cutoff for NEET 2018 Is 119.
If you are an UR candidate, then you didnot pass the cutoff hence ineligible for NEET Counselling.
Sorry but one needs to qualify NEET to get admitted in any medical college.

As far as comparision between PMCH and RIMS than PMCH is better in terms of clinical exposour and practical approach. But on other hand administratin and infrastructure of RIMS is way better.
