Rules from state to state varies, but you are anyway eligible for counselling based on AIR. I think you are eligible for odissa and not chattisgarh.

To get seat through management quota also you should get eligible marks in neet which is different for different categories. 

50%for general 

40% for obc

35% SC and ST
