is the rules and regulation for all india quota councelling different from previous year?why this type change occure?

The rules for all India counselling is the same as previous years.There is a Criteria of having a domicile certificate if you belong to that state but without domicile you cannot apply for some colleges of other states.DOMICILE Is required.
There is criteria of 15% and 85% preference.

You can get seat under management quota. But without domicile I think you cannot take seat under state rank.

Whole counselling procedure for All India Quota is online based.You dont have to go anywhere for the same.After registration for counselling and submission of choices next thing will be the result of 1st counselling which will be available on MCC's website and the students will be alloted the college

You will surely get seat in karnataka under ST category state quota. It is difficult to tell which round, but surely you wil get.

But you can get a seat in private medical college under management quota.

For admission to Government medical colleges under 15% All India Quota, there is reservation of seats. Seats are reserved for UR, OBC, SC, ST candidates.

Chances of getting seat through AIR is nil. Because your rank is very far. There are very less chances under state rank also. Wait for state rank and try it. I think you should keep trying other alternatives and don't depend on this alone.
