No, you can not that. Second counselling is for those students who don't get a seat in first round. As you have not attended the first round itself, you are not eligible for second round.

The state quota's you are applicable for are PUNJAB and KARNATAKA. But if you can't apply both of the state's quota in one examination. At that point, your birthplace will be considered ie; PUNJAB. Even Karnataka is valid for state quota only if any/both of your parents work
