            If you are referring combined counselling board as All India Quota Counselling,held by MCC every year, then this is not a scholarship scheme. The scholarship criteria is different for different medical colleges. The top rankers are offered scholarship in that particular colleges. The same criteria follows with AIQ

Hi dear,

            If you belong to OBC category then you don't have any problem in scoring the seat with good NEET score in good medical college. The admission criteria or 10+2 score for OBC candidate is usually 10% less than of General Category Candidate.

Its a simple thing not a big difference

What is All India rank?

Its a rank among all the students appeared for NEET 2017 exam

But this rank is not useful for considering eligibility or for counselling under all India qouta 15% seats

therefore the other rank is important

Hi Santanu,
It seems impossible dear at this score especially if you belong to general category. But you can try for management quota seat in private medical college.
Do keep trying, don't lose hope. There is always a better next.

In national 2nd counselling if were allotted a college can we have a chance of applying state counselling???

If you join the alloted college then you are not eligible to apply for further any counselling & if you do not join then you need pay the panality to apply for further counselling.
