Every state has a 5% reservation quota in every govt college for the wards of defense personal of the state. Yes you can get admission in Maharashtra's college if you are under the merit list that is only 5% of total seats are reserved under this category.

Yes domicile is necessary if you want to claim seats in 85% state quota. You will be given seat in state quota when you produce domicile for that particular state.

If you are aiming for good govt colleges a score of 450+ would be a safer side however if you have a lower score you might try for management quota seat as according to previous year the cutoff for management quota went around 280.
