If you are from SC/ST it might be possible, but chances are low. Its almost impossible if you are from general category. Definitely go for counselling if you are called.

If you belong to General Category then getting Government Medical College, Kota is not possible with this rank. You have higher chances of getting SMS Medical College, Jaipur. 

But if you belong to SC or ST category then yes you have chances of getting Government Medical College, Kota

Getting in goverment medical college will be nearly impossible with 331 marks if you belong to general category. If you are from SC/ST it might be possible, but chances are low. You can look into private college/management quota maybe.
