Yes you can choose to apply for upgradation and wait for 2nd round counseling. There might be a minimum fees which they'll ask for. Pay the fees and sit in second counseling. There are more than one round because of the seats left after the 1st round of

Some students are not satisfied with their seats and some seats remain unoccupied after the first round. To fill those seats the second round is conducted. If you are not satisfied with the seat you've got in your first counseling or if you have not got any seat
Since you are not clear with the course for which you have secured the rank it is difficult to give any information regarding probability of selection. If you are talking about NEET state based counselling, selection is difficult with secured rank wothout having any reserved category.
