Yes it will be refunded if you back out from the counseling. The condition is that if you keep on attending the counseling up till mop up and still don't get a seat you shall get a refund in that case only.

According to government rules frim this year itself ews quota is  implemented for giving admissions in any government medical colleges under AIQ and even under State qouta seats.

But, in case of private institutions there is no exact statement for the ews implementations yet .

Yes you can opt for Haryana colleges in both the counsellings of all India quota and state quota.the difference will be only that in all India quota counselling you will be provided with a seat by comparing your rank with other students of India who have opted haryana

According to the last year NEET UG cut offs, it is possible for you to gain admission in Kanchur Medical College as you belong to OBC. As the OBC Cut off is 40 Percentile and score is 133. Actually the cut off varies accprding to the state topper
