No brother. Your rank is too low for you get a MBBS private college. You might be getting a deemed college only at your rank and it won't have fees in the range of 8 lakhs. It will certainly be having fees in the range of 15-20 lakhs per annum.

Yes , if a candidate has not got any seat in any of the consecutive rounds of counselling, then he/she would get the amount ( ₹10000 for Gen and ₹5000 for ST/SC/OBC). But the security amount i.e, ₹500 won't be refunded.

Since you have not mentioned the name of exam , i assume it to be NEET exam. And if it is NEET exam ,Sorry to say but if you have forgotten to apply for the first round of counselling , then you can not apply for second round
