Well for state quota the minimum rank was 177000 around last year for ESIC dental college and around 148000 rank for other government dental colleges was the minimum.This was last year cutoffs ranks.However trends change every year based on question difficulty, number of students applied etc.

Since you belong to obc category, you might be able to get a seat but not sure about free seat as the cutoff is less for the category..
