You can take part in 2nd round councelling only when you do a councelling in 1 round. This may happens that you don't take college even after college is alloted for you.

Maybe the institute you are filling form for counciling doesn't reserves seats for EWS.

Also, if you've stated that you belong from EWS initially in admission form/ registration form then it's not required to state it again until and unless asked.
