Yes, you are right. You will be eligible for the 85% state quota seat of Bihar. Domicile is generally used as a proof as of to which state you belong to. It doesn’t matter from where you might have completed your HSC or any other equivalent exam.

Yes you may get government colleges in some areas of Kerala. Like in Tirunelveli, Annamalainagar, Madurai,etc. You have plenty of options except some top colleges.
