Yes, you are right. You will be eligible for the 85% state quota seat of Bihar. Domicile is generally used as a proof as of to which state you belong to. It doesn’t matter from where you might have completed your HSC or any other equivalent exam.

Yes you may get government colleges in some areas of Kerala. Like in Tirunelveli, Annamalainagar, Madurai,etc. You have plenty of options except some top colleges.

if you didnt get a college allotted and didn't forfeit the money anyhow, then you will be returned the money after the counselling process gets over. they will initiate after they wrap up the counselling process. dont worry about that.
