No , it is not necessary to register in first or second counselling in order to register in mop up round counseling . You can register yourself in mop up round counselling to get the seatseats left after second round counselling.

If you will go for state counselling in your region you might get a private seat. Frankly, your score is less for a good government college. But if you want you can get a private seat. Counselling for NEET 2019 has already begun. Registration for several private colleges also

Every online test conducting body provide a chance to correct the details filled during online registration . After the registration closes they will open the portal again for correction for some days. So in that duration you need login your account and make the necessary correction.
