Hey Pranav! Every college has a specific fees structure which is to be charged from students and a different cutoff marks. These criteria differ college to college. You need to specify which college fees structure and cutoff marks you want to know and for which course. Hope this may help you.

Yes you can apply for exam from West Bengal, while studying from another state.But in some of the cases of Exams or Counselling (Like MBBS admission, NIT State Quota, etc)your domicial state should be WB.Hope this information helps you.Feel free to ask further in comments below.
