Well according to their official website, yes you are eligible for admission in assam agricultural college for B.Sc (hons) agriculture. You just need to have a minimum aggregate of 50 percent.

Yes , they can definitely take admissions even if they are from other state. As 15% of total seats are reserved for All India quota. But one need to have a good score to get admission. One should have roughly scored around 550 to 60.
