Yes , they can definitely take admissions even if they are from other state. As 15% of total seats are reserved for All India quota. But one need to have a good score to get admission. One should have roughly scored around 550 to 60.

In any case you don't take admission and want a refund then the security money that you deposited will be refunded after deducing the mandatory fees that is to your original payment method.

No now you can't even apply for the ip certificate sorry to say but you can't get certificate. You can go for other options as thier are many career options are available these days. And be prepared for the future.
