I'm sorry but you're not eligible for 85% state Quota in Tamil Nadu. You have to complete your 7 years of education in that state to get a domicile certificate of it. Central govt. employees and armed forces personals are excluded from this scheme only.

Usually after paying fees for counselling you should wait till counselling date is announced. During registration of any counselling, you should fill all the details, choose institutes and course. And also please prepare to present all the required documents during counselling.
