EWS is a category recognized by all the states. This was introduced only this year and it depends on institutes whether they would consider this category or not. For JEE, NEET etc. this category is recognized. It is implemented in your state also but check whether there is reservation

According to the data of the year 2018 the cutoff marks for the govt. medical college in assam are 325 with the rank 150031 in Tezpur medical college. So you have the chances of getting the govt. medical college if you apply through the OBC quota. Go for the counselling

In SFI college 75 % seats would be considered as Gov quota.In this 75 % seats tuition fees would be as per GQ or SFI ?

Yes the govt. of gujarat has announced the seats in EWS category and the students can take admission through EWS in the counselling rounds. In 10% reseravation for the EWS there is an increment of the seats around 6000 in all medical fields so you can advatageously use this reservation

Generally, If a student is called for counselling and student gives a registration fees. If you do not get admitted in a college, your registration fees is NOT refunded. Also according to JIPMER official website the fee is NON-REFUNDABLE.
