Based on the closing ranks of 2018 your cahnces are low for government MBBS under state quota.

Last year the closing rank was 138442.

There will be slight variations this year based on the number of applicants. no of seats available etc.

You can get admission in any goverment medical college of jammu and kashmir only if you are a permanent resident of jammu and kashmir.
You have not mentioned your category anywhere so I assume it to be general.

Hello aspirant. Economically Weaker Section is just like an extra edge for general category candidates. It has relatively higher cut off than OBC, SC and ST. You have to shoot for general category cut off in order to secure your seat with EWS category reservation as a supplement.

MBBS  through All India Quota, with AIR
9204 , it is might be not easy to get into ESIC.
