To get admission through EWS quota , you need to make EWS Certificate issued by a rank not lower than Tehsildar which should be issued after April 2020 if you want admission this year.
This is the mandatory condition and also you need to qualify the eligibility conditions for EWS Certificate.

As per the previous years result you must take a expected rank on basis of your calculated marks. But years after years it may varries because some time cut off marks are changed. Not surely you believe on the rank but you must have to take an idea from the previous result.

The fees will be refunded only after competion after all rounds of counselling.You can try for other rounds of counselling and see if you get a seat in them ;only if you do not accept any seat or withdraw the choosen seat then only refund will be processed to the same account from which you paid the money.Security fee will be refunded only after the completion of counseling. Refund will then be given within 15 days from that time.

No ,you are not eligible for state quota.
You have to undergo a screening test called FMGE.
The exam has a very low pass rate and less than 10% of foreign graduates are able to qualify it.
Currently,most states allow only students who have passed from there to be able to avail the State quota seats. You are also not allowed foreign national quota either.
Currently there is only a chunk of foreign nationals who give the exam so their petition is not heard yet .
