Nope! As per the rules of MCI and regulations, a trained register professional can only produce reports of pathology. So to sign a report one needs to be a MD (Pathologist) or any diploma after MBBS. But just doing B<LT will not make you eligible for these.

For pursuing Msc in MLT , you should be
Completed a B.Sc. in MLT, B.Sc. Microbiology, Medical Laboratory Technology, or any equivalent science degree and
Secured minimum 55% marks in the qualifying examination
for pursuing PG in MLT ,you should
have done a BMLT,BPT or BOT degree from a recognized university.
you have to pass in the qualifying examination.Well, students with higher percentage can get early/better chances to get their preferred college/institute than others.

No you will have to report to college physically and submit the required documents. West Bengal Joint Entrance Examinations Board has released the round 1 WBJEE 2021 seat allotment online on August 19 on the official website wbjeeb.nic.in. Candidates can accept and freeze their allotted seat; accept their seat and choose for upgradation or do nothing. These are three options available in counselling process. In Accept and Freeze allotted seat and accept their seat and choose for upgradation candidates need to physically go to college.

The WBJEE entrance examination was held in three rounds, in total which included various counselling processes such as seat allocation locking of different choices and final list of candidates who have secured a seat in various colleges in the counselling rounds. Moreover, who is the candidates who have secured a final seat at respective colleges offering admissions they will have to to proceed for document verification process, where the candidates will have to report to their respective allotted institute for confirmation of admission. The provisional allotment letter issued also has to be presented at their respective institute. The candidates will also have to carry original and photocopies of their documents.
