Any college which is recognized by MCI gives home state quota admission and open category admission. For non-domicile, they can opt through open category. Rank cutoff is low for OC which is more challenging. You have to prepare accordingly.

According to your rank, chances would be less to get a seat in general medicine through DNB CET Counselling. You have decent chances of getting admission in DNB Pathology in Krishna Institute of Medical Sciences, Secunderabad, HBT Medical College and Dr RN Cooper Municipal Medical College and General Hospital, Mumbai. And also in DNB Emergency medicine. At this rank it is possible to get Clinical branch in DNB but you need to do counseling very sincerely.

Opthamology
Psychiatry
Anaesthesiology
General Surgery
ENT
Obstetrics and Gynaecology
Dermatology.
You may get these specialisations in Colleges like

Sri Ramachandra Medical College

With 25000 All India Rank in NEET PG 2020, it is very difficult to get admission into DNB Emergency Medicine for you. But it is still possible, because cutoff ranks of DNB colleges and branches keep changing every year and sometimes quite significantly. So you still might have a chance. According to 2018 Round 2 data, the closing cutoff rank for DNB Emergency Medicine was 17046. So yeah, you do have a chance if you are of General category. You will definitely get admission in colleges like Sarvodaya Hospital and Research Centre, Faridabad, if you are of SC/ST category.
