Yes, you can join the merchant navy in Canada after completing graduation in B.tech from India from any branch. For joining merchant navy you need to do one year course Graduate Marine Engineering(GME) after your btech because it gives license to enter the merchant navy.

Merchant Navy is 4.5 years course for which average fees would be better Rs. 2 Lakhs to Rs. 2.5 Lakhs for Government Colleges and Rs. 4 Lakhs to Rs. 5 Lakhs in Private Colleges. For Air Force fee in Government Colleges is around Rs. 2.5 Lakhs and in Private Colleges fee is around Rs. 4 Lakhs to Rs. 6 Lakhs.

The answer to your question is YES. You are eligible for applying for NDA exam as you have maths along with commerce in your 10+2.
But you can only apply for Indian Army and you cannot apply for Air Force, Naval Academy.
Now coming to second part of your question there is usually 400 seats in NDA exam and the no of student called for SSB is five times more.
But there also a criteria that it's not a necessity to fill those 400 seats. You will only be selected if you have the potential for it.
