Yes you can do merchant navy courses in Ludhiana. There is a college named TMC Ludhiana. And also there are few more colleges in Punjab in which you can enroll yourself.

In order to study for merchant navy you can appear in IMU CET or AIMNET entrance exam. 

In order to study for marine engineering you can go for B.tech programme. You can appear for JEE (Main+Advanced), BITSAT, VIT, SRM, Manipal and Amrita.
